fix(runtime): make DeepSeek the explicit community model - #2713
Community OpenClaw agents explicitly request openrouter/deepseek-v4-flash through the hosted LiteLLM gateway. The prefix identifies the OpenClaw transport; LiteLLM receives the existing deepseek-v4-flash group.
TASK-004. Tier 1, one Sable gate per the task ruling; reviewers may raise the tier if needed.
Set the community primary and declared global default to DeepSeek, register its transport alias, and use no community fallbacks. D81 requires a failed hosted default to fail visibly without vendor substitution.
Keep dev-agent overrides, dev key issuance, and the Codex exclusion guard unchanged. Nemotron remains in the dev catalogue/fallbacks, outside the community chain.
Community virtual keys allow the stripped and prefixed DeepSeek aliases. Existing-key reuse requires the primary alias. Issue a valid replacement, confirm its PVC write, then retire the old owned key. Preserve the old key when issuance or writing fails. Never delete another agent's key. Failed, missing or master-valued replacement aborts community provisioning instead of updating its runtime config or injecting a shared master credential. No ready pod, failed exec, or unconfirmed file write also aborts community provisioning. Dev-agent provisioning keeps its existing caller behavior.
Local Claude Code and webhook provisioning still return before gateway changes. No BYO installation model record is rewritten.
Node22 K8s provisioner and global model suites: 41/41, including main's log-isolation cases.
Tests cover community primary and empty fallback chain, unchanged dev override, BYO bypass, key refresh/reuse, replacement ordering, failure preservation, and foreign ownership.
Restoring master fallback or early deletion fails three cases each; restoring a community Gemini fallback fails its regression. Restored suites pass. Earlier primary/stale-key-reuse mutations also failed their regressions.
Four PVC-write controls cover a real generated-script write, skipped write, exec failure and no ready pod. Restoring early retirement fails four cases; ignoring write failure fails three. Restored suites pass.
Scoped production ESLint: 0 errors, 83 warnings. Diff check clean.
Rebased onto main 2c4fea9. Fresh CI, CR and an exact-head gate are pending; earlier reviews do not apply to this head. CodeRabbit thread #2713 (comment) is answered in the PR comments.
After merge and Deploy Dev, SRE runs reprovision-all and verifies configured/served model on a community agent. No live key operation, paid model call, reprovision, deployment or migration performed here. The explicit alias assumes hosted LITELLM_BASE_URL. Standalone direct OpenRouter and the legacy non-K8s default path are unchanged and unverified.
The write-failure path retains the old credential. A newly minted key whose write cannot be confirmed may remain valid; this change does not claim transactional rollback across LiteLLM and the PVC.

Agent-Model: codex/gpt-6.1-sol/medium
Addressed #2713 (comment). A stale owned key is retired only after a valid scoped replacement is issued. Failed or unusable replacement aborts community provisioning and preserves the existing key; this path no longer falls back to the shared master credential. Foreign-owned keys are not deleted.
Tests exercise issuance errors, missing keys, a master-valued response, successful replacement ordering, foreign ownership, and valid-key reuse. Restoring master fallback or early deletion fails three cases each. The restored focused suites pass 37/37.
Also removed the community Gemini fallback list under D81. The configured community chain now has only the DeepSeek primary; dev-agent override and fallback tests remain unchanged. Reintroducing a community fallback fails its regression.

Use a valid model ID for direct OpenRouter requests.
If LITELLM_BASE_URL is unset, the provider points directly at OpenRouter, but this catalog entry sends deepseek-v4-flash. OpenRouter identifies the model as deepseek/deepseek-v4-flash and uses provider/model IDs. Direct-mode community agents therefore cannot use the new primary and must rely on the Gemini fallbacks. Select the model ID for the active transport. Add a test with LITELLM_BASE_URL unset that checks the selected model ID. (openrouter.ai)

Move the stale-key deletion after the replacement key is injected.
When no gateway pod is ready, injectOpenRouterKeyToAgentAuthProfiles returns without writing the new key. Its retry path also logs a warning and returns without throwing. The caller does not check for this, so provisioning continues. The stale key is deleted earlier, inside issueLiteLLMOpenRouterKey, before any write happens. The agent's auth profile on the PVC can therefore still hold the revoked key, and the agent can lose its model credential until a later provisioning run succeeds.
Make these changes:
Defer the /key/delete call for staleOwnedKey until after injection succeeds. Return the stale key to the caller, or move the delete into the caller.
Make injectOpenRouterKeyToAgentAuthProfiles report whether the write succeeded.
For community agents, throw when the write is skipped or fails, so provisioning retries and the old key stays in place. Keep the dev-agent path unchanged.

Addressed #2713 (comment) at af709a4. The community issuer now returns replacement and old-key metadata without retiring the old key. The caller retires it only after the injector reports a confirmed PVC write (ok stdout plus successful exec). No ready pod, failed exec or skipped file write aborts community provisioning and preserves the old key. Dev callers keep their existing handling.
Four tests exercise successful generated-script execution against a temporary profile, a skipped file write, exec failure, and no ready pod. Success checks the profile contains the new key when retirement begins; failure checks no deletion or config update and the old profile remains. Restoring early retirement fails four cases; ignoring failed writes fails three. Restored focused suites pass 41/41; lint has no errors and diff check passes.
An unconfirmed write can leave the newly minted scoped key valid; no transactional rollback across the gateway and LiteLLM is claimed.

Sable code gate at af709a4. I read the delta from 14c26c6: old-key retirement runs only after a confirmed PVC write, and no-pod, skipped-write and exec failures fail closed with the old key preserved. CI and the coderabbit-threads gate are green at this head. Non-blocking, for the live walk: the exec success check reads stdout at status time, so a good write could be reported as failed. That fails closed.
af709a4 — Rhea gate, Tier 2 (DeepSeek as the explicit community model; TASK-004)
Checked the two things asked, plus the key-issuance change.
moltbot.json: the diff adds no heartbeat global/fixedPod key and changes no heartbeat code. The only new config is what TASK-004 needs: agents.defaults.model.primary = openrouter/deepseek-v4-flash, fallbacks = [], and a deepseek-v4-flash entry in models.providers.openrouter.models. That entry has the same field set as the existing nemotron entry (id, name, reasoning, input, cost, maxTokens, contextWindow). The dev per-agent override is unchanged and still tested. The nemotron test asserts it is absent from the community chain.
The 90 s gateway-ready wait is per installation. reprovision-all (backend/routes/registry/admin.ts, loop over activeInstallations) wraps each reprovisionInstallation in its own try/catch and pushes success: false for that row. So a throw from the new Community model key was not written path fails only that installation and does not stop the loop. The caveat: with the gateway down, each community installation still waits 90 s before throwing, so a reprovision-all run is serial and slow. That wait existed before this PR, when inject returned silently. This PR changes only that the failure is now thrown. Non-blocking.
Key issuance: issueLiteLLMOpenRouterKey has one caller (provisionOpenClawAccount) and is exported only as a test seam. The master-key fallback for community agents is removed on purpose. A failed issuance now throws instead of handing out the master credential. The stale owned key is deleted only after a confirmed PVC write, and only when its owner is this agent.
Non-blocking: a community installation whose key fails to write keeps its previous moltbot.json entry until the next reprovision. That is intended.
Closed (CTO, per Cofounder 10-25): this changes the provisioner for the community moltbot tier, which has been parked since 08-20 and has no gateway on the cluster. ADR-021 retires that tier (docs/adr/ADR-021-pi-turn-engine-and-openclaw-retirement.md). Spend is now guarded by per-key caps for backend and commonly-bot (SRE). If the tier comes back, its community model setup gets designed fresh.
