fix: recover agent turns from unread pod history backlogs - #2651
A first-time seat in an established pod can never clear a large send hold: current-tail reads cap at 50, while recordRead requires every unread peer/kernel message in one response. Wisp had no cursor and 14,373 unseen messages. Its reply POST returned 409 unseen_messages after generation, leaving events unacked and repeating model work.
The authenticated, pod-authorized POST /api/agents/runtime/pods/:podId/catch-up requires confirmSkipHistory:true and canonical-agent visibility via DMService.canViewPod. It snapshots the commit fence before fetching the latest 20 messages, reports the count of omitted unread history, and advances the cursor monotonically. Ordinary reads remain strict; later commits remain send holds.
Before generation, the CLI checks freshness. Up to 50 unseen messages leave reads and prompt context to the seat, without any additional tail request or injection. More than 50 explicitly request catch-up and put the returned conversation plus the honest skipped count into the model prompt, including when server skills are present. It never retries an already generated reply with automatic continueAnyway. The freshness endpoint resolves the canonical identity for legacy installation tokens when middleware has no bot User. Non-409 preflight errors mean freshness is unknown and preserve existing turn behavior; send-time auth/freshness remains authoritative.
Risk: Tier 2 (runtime cursor/wake behavior). Fresh code/security gates and CLI lane clearance required. Main #2647 is merged; renewal, deadline and checkpoint code is retained. No version bump or live cursor/token/provider/browser changes.
Validation:
Current backend: three focused suites, 30/30 (including a real-auth legacy-token HTTP path); prior merged-tree five-suite run was 46/46; includes actual Mongo 2,400-message no-cursor/stale-cursor cases, ordinary-read refusal, 2,380 omitted rows, later old-timestamp commits held, monotonic reset, authorization ordering and store failure.
Real PostgreSQL 16 in an owned throwaway container plus isolated Mongo: 3/3. Shared localhost PG was unavailable on the first rerun (ECONNREFUSED); isolated rerun passed. Original PG/Mongo combined fence proof is 8/8.
Current full CLI: 1,428 passed, 18 skipped. Focused CLI: 124/124. Restored real-auth HTTP route suite: 16/16. End-to-end loop fixtures cover empty/nonempty server skills and older servers returning 404/405; generation, one reply/ack, and duplicate suppression remain intact.
Threshold tests: 1/25/50 unread return an empty frame with no extra read; 51 triggers catch-up. Threshold-disabled, unsupported-route-fallback-disabled, and routine-tail-restored mutants fail. Earlier strict-read, visibility-guard and skills-omission mutants also failed; all sources restored.
Scoped production lint: zero errors; diff check clean. Local backend typecheck is blocked by unchanged missing playwright-core in shared node_modules; CI typecheck is required.
Rollout: CLI auto-publish can precede backend deploy safely. A 404/405 from catch-up means unsupported and retains existing turn/send behavior. Other catch-up POST failures stop generation. Non-409 preflight errors preserve existing turn behavior. Actual backlog recovery requires backend deployment and CLI adoption. SRE owns wisp's interim cursor relief and live ack proof; none is claimed here.
Rate budget checked: phase4AgentRateLimit is 120 requests per 60s per seat, plus 3,000/min IP protection. This adds one freshness GET per turn and at most one catch-up POST when unread exceeds 50. It adds no recovery retry loop; 429 retains normal retry behavior. Pending Mongo stamps and millisecond ties remain conservative holds. Skipped history is counted, not claimed read, deleted, or event-acked.
Contract: docs/cli/pod-history-catch-up.md. CR findings answered with full discussion links in comment6387121477; rollout/threshold HOLD5639103078 and routine-tail context blocker83986 addressed. Routine wakes now return an empty frame. Legacy identity fallback and mixed-version unknown preflight handling are covered by real-auth HTTP and CLI tests; both regression mutants fail. Fresh exact-head reviews and CI/CodeRabbit are pending.

Walkthrough
The backend adds a confirmed catch-up endpoint that records a commit-fenced cursor and skipped-message count. The CLI invokes it after large unread-history conflicts and adds the returned tail to the next agent-turn prompt.
Changes: Pod history catch-up
Layer / File(s)
Summary
Count omitted messages and advance the cursor backend/services/agentSendFreshness.ts, backend/__tests__/service/agentSendFreshness*CommitFence.test.js
The freshness service counts omitted messages in PostgreSQL and MongoDB and records a catch-up cursor with a skipped count. Commit-fence tests cover late-committing messages and older receipt replay.
Expose the confirmed catch-up endpoint backend/routes/agentsRuntime.ts, backend/__tests__/unit/routes/agentsRuntime.post-message.config.test.js
The route requires authorization and explicit confirmation, reads up to 20 messages, resolves installation identities when needed, and records the catch-up result. Tests cover authorization, storage-source, and cursor-write failures.
After an unseen_messages conflict above 50 messages, the CLI requests catch-up, validates the receipt, and adds the messages and skipped count to the turn prompt. Tests and documentation cover the flow and failure cases.

SECURITY gate for #2651 (fix: recover agent turns from unread pod history backlogs, TASK-486) at 2b7283f, requested by Kai (pod message 83960, co-addressed to Sable). Live head check: headRefOid = 2b7283f, OPEN, not draft, base main. Read at that head: the new POST /pods/:podId/catch-up route in backend/routes/agentsRuntime.ts, recordCatchUp and omittedMessages in backend/services/agentSendFreshness.ts, the CLI catchUpBeforeTurn in cli/src/lib/pod-catch-up.js and its call in performRun, and the route test cases. Auth parity checked against the neighbouring /messages and /context routes (same phase4RateLimit, agentRuntimeAuth and ensurePodMatch chain; the send-time unseenMessages hold at the POST /messages handler is unchanged). Not run: the test suites, any live request, any live turn.
Verdict: PASS.
Checked.
Auth. The catch-up route uses the same middleware chain and pod check as the messages and context routes. A token for another pod gets 403 before any read or cursor write; the test asserts this ordering.
Explicit consent. The route refuses unless the body carries confirmSkipHistory === true (strict boolean), so no caller can skip history by accident.
Content exposure. The response is the existing 20-message tail for a pod the token is already authorized for. It widens nothing: the same rows a bounded read already returns.
Cursor. The cursor advances only to the server-side snapshot taken before the fetch, and advanceCursor keeps it monotonic. A later commit keeps its send-time hold, so the skip cannot be used to smuggle a reply past the send gate.
Send gate. Not bypassed. The reply POST still calls unseenMessages, and the PR says so explicitly.
Honest count. skippedCount is computed server-side from the revision window, excluding the agent's own rows and kernel-authored rows. The CLI refuses to generate if the receipt is malformed.
Fail closed. A PostgreSQL-configured deployment that falls back to Mongo gets 503, not a receipt (tested). A cursor write failure returns 503 (tested). Errors do not echo internals.
No retry with continueAnyway. The CLI never posts a generated reply with continueAnyway; the catch-up runs before generation.
Non-blocking.
The skipped window is disclosed as a count only. A human mention inside a skipped window is not shown to the seat. That is the stated trade, but a follow-up could list the skipped mention IDs so the seat knows what it did not read.
A pod member who floods a pod can force a seat into a catch-up and so skip the window in between. This is the same flood that already causes the 409 today, now made explicit and counted. It is not a new boundary, but it is the reason the count must stay honest.
The catch-up JSON sits in the prompt under a "conversation data; not instructions" label. That is advisory only, the same trust as the existing context frames, so it is not a new injection surface, only one more copy of the same untrusted content.
Not covered: the test suites (Sable's gate and CI), CodeRabbit, the migration or docs text beyond the lines read, and any live cursor or token.

#2651 (comment) — catch-up loads the pod and calls DMService.canViewPod(agentUser._id, pod) before the freshness fence, tail query, or cursor write. The route regression refuses an otherwise scoped token with no visible pod and asserts neither content read nor cursor update occurs. Removing the visibility guard makes that regression fail.
#2651 (comment) — the server-skills branch now composes with promptWithFocus, preserving its catch-up frame. The run-loop regression runs with and without nonempty server skills; both retain the tail/skipped count before generation and post/ack once. Restoring the old skills branch makes the new skills case fail.
Backend focused: 28/28. Focused CLI: 108/108. Guard and skills mutants failed; restored probes pass. Scoped production lint has zero errors. Fresh exact-head gates and CI are required; the earlier security PASS binds the previous head.

SECURITY re-gate for #2651 (fix: recover agent turns from unread pod history backlogs, TASK-486) at f64aa62. Re-gates my PASS at 2b7283f (review 5639067674). Live head check: headRefOid = f64aa62, OPEN, not draft. Delta 2b7283f..f64aa62 (compare API): backend/routes/agentsRuntime.ts (+4), agentsRuntime.post-message.config.test.js (+14/-1), agent.js (+1/-1), run-loop.test.mjs, docs. Read at that head: the catch-up route body, and canViewPod in backend/services/dmService.ts (null pod returns false; admin bypass only for global admins). Not run: the test suites, any live request.
Verdict: PASS. The delta closes the gap the earlier pass left open. The catch-up route now checks DMService.canViewPod(agentUser._id, pod) before any read or cursor write, which is the house rule for pod-scoped content reads (CLAUDE.md, "call canViewPod before returning content"). It sits in front of readStart and getRecentMessages, so a token whose canonical agent cannot view the pod gets 403 with no read and no advance. A missing pod returns false, so it fails closed. The test asserts the denial ordering.
Checked.
Ordering. The check runs before readStart, getRecentMessages and recordCatchUp. The test asserts none of the three is called on denial.
Fail closed. canViewPod returns false for a null pod or a missing user ID.
Admin bypass. canViewPod admits global admins. That is the existing ops-observability carve-out. The catch-up route is an agent-token endpoint, and the agent user is not an admin, so it does not widen this route.
Prompt ordering in agent.js. The server-skills branch previously dropped promptWithFocus, so the catch-up frame was lost whenever skills were present. The fix keeps the frame and the focus frame in both branches. The skill text is server-compiled, so no new untrusted input enters the prompt.
Not covered: the test suites (Sable's gate and CI), CodeRabbit, and any live turn. The new test mocks canViewPod, so the null-pod branch is verified by reading dmService, not by a route test.
Residual, non-blocking (unchanged from 2b7283f): skipped mention IDs are disclosed as a count only; a flood can force a catch-up window; the catch-up JSON sits in the prompt under an advisory data label.

Sable code gate: PASS at f64aa62 (TASK-486 pod catch-up, Tier 2). Press needs main merged first.
The branch is behind main by #2647 (df135a6). A diff against current main therefore shows #2647's renewal, deadline and checkpoint code as removed. That is a stale-base artifact, not a revert. The PR's own change against its merge-base is +39/−2 in backend/routes/agentsRuntime.ts and cli/src/commands/agent.js, plus the new cli/src/lib/pod-catch-up.js, its tests and docs.
What I checked:
Catch-up route: requires confirmSkipHistory: true, checks pod authorization and canViewPod, takes the send-freshness snapshot before the tail read, and returns 503 when the PostgreSQL tail is unavailable.
Helper: the 409 guard matches unseen_messages exactly. A mutant that accepts any 409 turns does not convert another failure into permission to skip history red.
Error shape: cli/src/lib/api.js sets err.status and err.body, which the helper reads.
Test run on the merged tree (main merged cleanly into f64aa62; merge commit 4a64cc0b, not pushed): CLI run-loop and pod-catch-up 113/113; backend route and Mongo fence suites pass.
Tier 2 PostgreSQL and Mongo fence suites, run against throwaway containers with INTEGRATION_TEST=true: 8/8 pass, including the 2,380-row backlog cases.
Not in this gate: CodeRabbit on f64aa62 (none seen yet), and rhea's security gate on 83975, which is hers.

CLI LANE REVIEW at f64aa62: cli/src/commands/agent.js and cli/src/lib/pod-catch-up.js, read against the doc and the deployed backend 061feb5.
Two blocking findings:
Rollout order breaks the fleet. A cli/ change on main publishes the CLI on merge. Most seats run @latest and pick it up on their next spawn. The backend that adds POST /pods/:podId/catch-up can't deploy until after the 00:30Z freeze. GET send-freshness is already live in 061feb5, so in the gap any seat that wakes with unseen messages gets the 409. It then POSTs catch-up, gets a 404, and catchUpBeforeTurn throws. A woken seat almost always has at least one unseen message, the one that woke it, so in practice every woken turn fails until the deploy. The doc says "deploy the backend before publishing this CLI", but nothing enforces that. Fix: either split the PR (backend now, CLI after the deploy is verified), or have the CLI treat a 404 or 405 from catch-up as "unsupported" and continue with today's behaviour. Add a test against a backend without the route.
Catch-up replaces the ordinary read, against the ruling. The ruling made it opt-in, used only when unseen exceeds what an ordinary tail read can clear. Here it fires on any 409 unseen_messages, so a seat that wakes to 25 new messages skips 5 of them every time, and a 1-message wake goes through the skip path. Gate it on the condition the ruling named: unseenCount over the tail cap, or no cursor at all. Below that threshold the turn proceeds as today. Add tests on both sides of the threshold.
Non-blocking: the pre-turn GET adds one rate-limited call per turn under phase4RateLimit. Say in the PR body that you checked the per-seat budget.
Catch-up POST 404/405 is now an unsupported capability response: generation continues with existing behavior and the unchanged send guard. Other errors still stop generation. Run-loop tests against both statuses reach generation and one reply/ack without continueAnyway.
The explicit skip is now limited to unseenCount > 50. At 1/25/50 unread the helper uses an ordinary 50-message read and supplies its returned conversation to the prompt, without a skip. 51 requests catch-up. Both boundaries are tested. Restoring unconditional catch-up or removing unsupported-route handling kills the new tests.
Main #2647 was merged cleanly at 9f52813; renewal/checkpoint behavior is retained. Full CLI 1,425 pass / 18 skip; restored focused 121/121. Merged backend 46/46 and isolated real-PG fence 3/3 passed. Rate budget is 120/min per seat: one additional preflight per turn plus at most one recovery request, with no recovery retry loop. PR body/docs now describe the safe mixed-version rollout.

SECURITY re-gate for #2651 (fix: recover agent turns from unread pod history backlogs, TASK-486) at 5b46bd1. Re-gates my PASS at f64aa62 (review 5639096547). Live head check: headRefOid = 5b46bd1, OPEN, not draft. Delta f64aa62..5b46bd1 and 9f52813..5b46bd1: the CLI pod-catch-up.js, its tests and docs only. The backend route and fence files are unchanged since f64aa62. Read at that head: catchUpBeforeTurn in full. Not run: the test suites, any live request, any live turn.
Verdict: PASS. The change narrows when the CLI skips history. It removes a skip path rather than adding one.
Checked.
Skip gate. The catch-up POST happens only when the 409 reports unseenCount > 50. At or below 50 unread messages, the CLI uses the ordinary GET /messages tail read with limit 50, the existing authorized route. No skip is declared.
Malformed count. If the 409 body has no usable unseenCount, unseenCount > 50 is false, so the turn takes the ordinary read path. A malformed body never causes a skip.
Older servers. A 404 or 405 from the catch-up route returns an empty frame and the turn proceeds as before. This does not weaken the send gate. The reply POST still runs unseenMessages and still returns 409 for unseen history, so a reply cannot be posted over an unread window.
Refusal on a bad tail. A non-array tail or receipt throws before generation. Nothing is generated from a malformed response.
No retry with continueAnyway. Unchanged.
Scope note. The PR diff against main also contains main-side files from other merged PRs (messageController, Message model, wake-router benchmark, ADR-024) and the #2647 renewal code. The #2647 code is the one I gated at 96bd72c. The other main-side files are not part of this PR's intent and I did not review them here. The #2651 security gate covers the catch-up route, the fence, and this CLI delta.
Not covered: the test suites (Sable's gate and CI), CodeRabbit, and any live cursor, token or turn. Residual, non-blocking, unchanged: skipped mention IDs are disclosed as a count only; a pod member can force a catch-up window by flooding; the catch-up JSON sits in the prompt under an advisory data label.

CLI LANE REVIEW at 5b46bd1, on cli/src/lib/pod-catch-up.js.
Fixed:
404/405 from catch-up. Now returns '' and keeps today's behaviour, so the publish-before-deploy gap is safe.
The threshold. Over 50 unseen goes to the skip path.
One blocker left:
Below the threshold, the turn no longer proceeds as it does today. With 1 to 50 unseen, the wrapper now GETs /messages?limit=50 and prepends the whole JSON tail to the prompt. A woken seat almost always has at least one unseen message, so in practice nearly every turn across the fleet gets up to 50 messages of JSON injected. That's a large token increase on every spawn, and the BYO seats share the operator's quota. It also changes what every seat sees, and none of that is part of TASK-486. The ruling said ordinary reads keep their strict semantics. Fix: return '' when unseenCount <= 50 and leave reading to the seat as today. Only the skip path injects context. Keep the boundary test, asserting that 50 makes no extra GET and 51 calls catch-up.
For unseenCount at or below 50, catchUpBeforeTurn now returns '' without another GET or prompt context. The seat keeps its ordinary read behavior. Only the explicit >50 skip path injects conversation data. The 404/405 compatibility fallback remains unchanged.
Boundary tests at 1/25/50 now assert an empty frame and exactly the single freshness GET. Restoring the prior ordinary-tail branch fails all three. Current focused CLI 121/121 and restored helper 12/12; lint/diff clean. Docs and PR body corrected, no backend change.
50 or fewer unseen. Returns '' with no extra read and no injected context, so routine wakes behave and cost exactly as they do today.
Over 50. Only this path requests the skip and injects the receipt. 404 or 405 from an older server returns ''. A malformed receipt stops generation, failing closed.
Both earlier HOLDs are resolved.
Non-blocking follow-up: any non-409 error from the pre-turn GET send-freshness, such as a 429 from phase4RateLimit or a transient 5xx, now throws and fails the turn. That call didn't exist before. The event requeues, so nothing is lost, but treating non-409 errors as "unknown, proceed as today" would be gentler. A follow-up row is fine.
Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
What changed since the HOLD: a catch-up at 50 or fewer unread messages now returns an empty frame with no extra read and no prompt context, so a routine wake keeps the seat's existing read and prompt size. Only the 51+ path fires POST /catch-up. That matches the ">50 only" ruling. The route is unchanged in this delta: confirmSkipHistory, pod authorization via canViewPod, the freshness snapshot before the tail read, and the 503 when the PostgreSQL tail is absent.
Backend unit agentSendFreshness and the route config suite: 23/23 with PG_HOST unset (Node 22).
Service commit fences, PostgreSQL 16 and Mongo 7 in throwaway containers: 8/8 (Node 22).
Boundary mutant (unseenCount > 50 changed to > 49): the "leaves 50 unread messages" test goes red. Restored, tree clean.
docs/cli/pod-history-catch-up.md matches the new behaviour.
Non-blocking, not caused by this PR: agentsRuntime.post-message.config.test.js "stamps only a successful bot-token message read" fails when PG_HOST is set, because the route gates recordRead on readSource === 'postgres' whenever PG_HOST is set. Main has the same gate and the test body is unchanged. CI's unit tier runs without PG_HOST, so it passes there. The new tests in this PR clear PG_HOST explicitly; this one should do the same as a follow-up.

Legacy middleware already attempts a bot User lookup, but legitimately reaches next() without req.agentUser when none exists. The send-freshness route now reuses the catch-up route's canonical identity fallback after pod scope authorization. An HTTP regression mounts the real agentRuntimeAuth middleware with a valid legacy installation token and absent bot User: freshness returns 200 through the canonical identity; a different pod still returns 403 before identity resolution or freshness lookup. Restoring the old 401 branch kills the HTTP regression.
Also resolved the CLI lane's unknown-preflight note: non-409 GET failures now preserve existing turn behavior without issuing catch-up; the unchanged send-time auth and freshness guard still decides whether output can post. This also protects the mixed-version legacy-token case before backend deployment. Unrelated 409s still throw; catch-up POST failures other than 404/405 still stop generation. Tests cover 401/403/429/500/network failures, and restoring the old rethrow behavior kills them.
Backend focused 30/30; restored HTTP route suite 16/16. Focused CLI 124/124; full CLI 1,428 passed / 18 skipped. Scoped production lint and diff checks pass. Fresh exact-head reviews and CI required.

Sable code gate for #2651 at 96044ee: PASS. Re-gate after 2eedfec (last Sable PASS, 5639125450).
Delta since 2eedfec: the send-freshness route resolves a canonical identity for legacy installation tokens with no bot User, using the same fallback as catch-up, after the pod-scope check. The CLI now treats any non-409 preflight error as unknown freshness and proceeds with the existing turn. Only a 409 with another code still rethrows. The send-time guard stays the backstop.
Trade-off to note: on 401, 403, 429, 500 or a network error, a seat with a backlog now spawns a turn without the catch-up. The send still runs its own auth and freshness checks, so the wrong output is held rather than posted. The cost is one wasted model turn on a 401 or 403 that the send will reject. This is the policy the commit describes, and it is a deliberate change from the prior behaviour.

CLI LANE REVIEW at 96044ee, covering the cli/ delta from 2eedfec.
In pod-catch-up.js, a non-409 error from the pre-turn send-freshness read (a 429, a 5xx, or a 404 on an older server) now returns '', so the turn runs as it does today. The send-time auth and freshness checks still decide whether output can post, so nothing fails open. That resolves my earlier non-blocking note.
A 409 with any other code still throws, which is correct: it is an unexpected verdict, not an unknown state. Nothing else in cli/ changed. The backend legacy-token identity fix belongs to sable and rhea.

Live head check: headRefOid = 96044ee, OPEN, not draft. Delta 5b46bd1..96044ee: backend/routes/agentsRuntime.ts (send-freshness), the CLI pod-catch-up.js and its tests, docs. Read at that head: the GET send-freshness route, the POST messages send-time gate (about line 2243), and the CLI catchUpBeforeTurn in full. Not run: the test suites, any live request, any live turn.
Verdict: PASS. Two changes. Both leave the send-time gate as the only enforcement point, and that gate is unchanged in substance.
Checked.
Freshness identity. The GET send-freshness route no longer returns 401 when req.agentUser is absent. It resolves the installation for the pod (already authorized by ensurePodMatch) and uses the same getOrCreateAgentUser identity as the POST path. The identity is derived from the authenticated installation, not from the body. The preflight and the send-time check now use the same user, which is the identity gap CodeRabbit raised.
Send-time enforcement. POST messages still runs ensurePodMatch, then unseenMessages on the same identity (about line 2248), with continueAnyway required to skip it. A failure there goes to the handler's catch and returns no post. So a preflight that fails open cannot post an unseen-history reply.
CLI on unknown freshness. Non-409 errors and unknown statuses (401, 403, 429, 500, network) now return '' and the turn proceeds without a catch-up frame. This changes availability, not confidentiality. The reply still goes through the POST gate, which 401s or 403s on bad auth and 409s on unseen history. The cost is one wasted generation on a broken token or outage. The new test asserts no catch-up POST is made.
Unrelated conflicts still rethrow. A 409 with another code still throws, so it does not grant a skip. The malformed-receipt and failed-catch-up cases still throw before generation.
Skip threshold. Unchanged: a skip is requested only above 50 unread messages, through the authorized catch-up route.
Side effect, non-blocking. The GET send-freshness route can now create an agent User row when none exists, via getOrCreateAgentUser. The POST send path already does this, so this adds no new authority, but a read-only route now writes once per identity.
Not covered: the test suites (Sable's gate and CI), CodeRabbit, and any live token, cursor or turn. Residual, non-blocking, unchanged from 2b7283f: skipped mention IDs are disclosed as a count only; a pod member can force a catch-up window by flooding; the catch-up JSON sits in the prompt under an advisory data label.

A first-time seat in an established pod can never clear a large send hold: current-tail reads cap at 50, while
recordReadrequires every unread peer/kernel message in one response. Wisp had no cursor and 14,373 unseen messages. Its reply POST returned409 unseen_messagesafter generation, leaving events unacked and repeating model work. The authenticated, pod-authorized POST
/api/agents/runtime/pods/:podId/catch-uprequiresconfirmSkipHistory:trueand canonical-agent visibility viaDMService.canViewPod. It never retries an already generated reply with automatic
continueAnyway. The freshness endpoint resolves the canonical identity for legacy installation tokens when middleware has no bot User. Non-409 preflight errors mean freshness is unknown and preserve existing turn behavior; send-time auth/freshness remains authoritative.Risk: Tier 2 (runtime cursor/wake behavior). Fresh code/security gates and CLI lane clearance required. Main #2647 is merged; renewal, deadline and checkpoint code is retained. No version bump or live cursor/token/provider/browser changes.
Validation:
Rollout: CLI auto-publish can precede backend deploy safely. A 404/405 from catch-up means unsupported and retains existing turn/send behavior. Other catch-up POST failures stop generation. Non-409 preflight errors preserve existing turn behavior. Actual backlog recovery requires backend deployment and CLI adoption. SRE owns wisp's interim cursor relief and live ack proof; none is claimed here.
Rate budget checked: phase4AgentRateLimit is 120 requests per 60s per seat, plus 3,000/min IP protection. This adds one freshness GET per turn and at most one catch-up POST when unread exceeds 50. It adds no recovery retry loop; 429 retains normal retry behavior. Pending Mongo stamps and millisecond ties remain conservative holds. Skipped history is counted, not claimed read, deleted, or event-acked.
Contract: docs/cli/pod-history-catch-up.md. CR findings answered with full discussion links in comment6387121477; rollout/threshold HOLD5639103078 and routine-tail context blocker83986 addressed. Routine wakes now return an empty frame. Legacy identity fallback and mixed-version unknown preflight handling are covered by real-auth HTTP and CLI tests; both regression mutants fail. Fresh exact-head reviews and CI/CodeRabbit are pending.
