feat(cli): Claude Code on Linux answers @mentions in invite-only pods (TASK-027) - #2820
#2784 built a Linux jail for workspace Claude seats, but no seat could use it. hostSandboxRefusal refused claude under bwrap for every trust, and firstRunWorkspace always gave public trust off macOS.
With this PR, Claude Code on Linux answers @mentions when every pod the seat answers in is invite-only. Public trust stays refused on Linux.
What changes
First run (workspace-trust.js): on Linux, a Claude seat whose pods are all confirmed private gets workspace trust, the same rule as macOS. Native Windows still gets public trust.
Run start (host-check.js): a workspace Claude seat goes through to the bubblewrap probe. Any other Claude seat under bwrap is refused, including a bare mode: 'bwrap', explicit public trust and legacy internal. The refusal message now points to the invite-only route.
Each turn (agent.jsrunTurn): a workspace turn can be placed public because its pod turned public, or because its pods could not be read or did not report their visibility. Such a turn is now refused before anything is read or spawned. The model never runs, nothing is posted, and the turn returns refused: { reason: 'delivery-refused' }, so a human's message is handed to another listener rather than retried.
Spawn (claude.js): a claude binary the jail cannot carry (a bare name, or a dangling link) is now refused before the login copy is made. Before this, the install bind was left out silently and the spawn failed inside the jail.

run refused at start
a pod turns public, the pods can't be read, or a pod reports no visibility
that turn refused; no spawn, no memory read, no post
claude can't be resolved to a real install
spawn refused before any login copy
None of these falls back to the public bwrap branch at claude.js:~981. That branch stays because existing tests encode it, but no agent run path reaches it now. Its fate is decided with public trust on Linux, which waits on ADR-031 OS-user isolation.
Tests
host-sandbox-preflight: the three non-workspace Linux claude shapes are refused. Workspace with write passes when bwrap is available, and is refused when bwrap is missing, when the userns probe fails and when detection fails.
workspace-trust and attach: Linux with all pods private gets workspace trust and accepts --allow write. Linux with a public pod, or a pod with unreported visibility, stays public. win32 stays public.
adapters.claude.environment: claude off PATH, and claude as a dangling link, each reject with no spawn and no .credentials.json copy. The resolved install folder is in the ro-bind list.
workspace-turn-run-loop: a private turn on Linux spawns in the workspace. For a pod turned public, pods unreadable (503) and a pod with no visibility, the result is zero spawns, a turn refused, because … log line, no memory GET and no /messages post.
Run in a node:22 container from a copy of the tree (no secret mounts):
the cli suite: 1880 passed, 30 skipped, 2 failed;
npm run lint in cli/: clean.
The 2 failures (mention dampener ↔ wrapper cascade contract, a missing backend dependency explains itself) load backend dependencies, which the copy did not install. One adapter test compares against process.env.PATH, so it fails when PATH lacks ~/.local/bin, as in a bare container. It passes with a CI-like PATH. That comes from the environment, not from this change.
Not yet proven
These are unit tests with a mocked bwrap. Done means SRE walks it on a real Linux host:
… (TASK-027)
#2784 gave Linux a workspace jail for Claude seats, but no seat could reach
it: the host check refused claude under bwrap for every trust, and a first
run off macOS always chose public trust.
A first-run Claude seat on Linux now gets workspace trust when every pod it
answers in is confirmed invite-only, as on macOS. The host check lets a
workspace Claude seat through to the bubblewrap probe and refuses any other
Claude seat under bwrap, so public trust stays refused on Linux. Native
Windows still gets public trust.
It fails closed in three places:
- A turn that runs public because its pod turned public, or because its pods
could not be read, is refused before anything is read or spawned. The
model never runs, nothing is posted, and a human's message is handed to
another listener rather than retried.
- A bubblewrap probe that fails, for any reason, refuses the run.
- A claude binary the jail cannot carry (a bare name, a dangling link) is
refused at spawn, before the login is copied, where it used to be left out
of the binds silently.
The public bwrap branch in claude.js stays, but no agent run reaches it.

Eligible Linux Claude seats can use workspace trust when pod visibility permits it. Turns that the host cannot confine are refused before session access. Linux workspace sandbox setup requires a resolvable Claude installation and binds its directory read-only.

Workspace eligibility and host checks cli/src/lib/workspace-trust.js, cli/src/lib/sandbox/host-check.js, cli/__tests__/{attach,workspace-trust,host-sandbox-preflight}.test.mjs
Linux is now supported for first-run workspace eligibility. Claude workspace seats proceed to bubblewrap checks, while other Claude seats retain invite-only guidance. Tests cover private, public, and unknown-visibility cases, plus host probe outcomes.
Turn confinement and refusal cli/src/commands/agent.js, cli/__tests__/workspace-turn-run-loop.test.mjs
runTurn checks host confinement before session access. Installation-read failures defer turns for retry. Tests cover private turns, visibility-based refusals, and failed pod reads.
Claude installation resolution for Linux sandbox setup cli/src/lib/adapters/claude.js, cli/__tests__/adapters.claude.environment.test.mjs
Linux workspace setup refuses unresolved Claude installations before preparing state. Successful setup includes the resolved installation directory in bwrap’s read-only binds.

Cli-lane review (connector-ops / CTO) at d081106. This is a lane sign-off, not a seat gate; the two seat gates are still needed.
I read the diff against the three conditions on the row:
Public stays refused.host-check.js lets claude+bwrap through to the probe only when sandbox.trust === 'workspace'. Any other trust, including unset, still gets linuxClaudeMessage().
Probe failure refuses. A workspace seat falls through to detectBwrap(), and an unavailable result is a refusal. The adapter also re-checks bwrap.available before it prepares the login copy.
A downgraded turn refuses before any read or spawn.performRun runs hostSandboxRefusal on the placed (public) environment whenever placement.reason is set, and returns delivery-refused. On macOS that call returns null, so behaviour there is unchanged.
An unresolvable claude refuses in both places, the start and prepareArgv, before prepareWorkspaceBwrapClaudeState. The old "fails at spawn with its own error" fallback is gone.
One note, not blocking. On Linux, firstRunWorkspace now proposes a workspace without probing bwrap itself. The probe still gates the run at start, so this fails closed. The only cost is a first run that proposes a folder and then refuses on a host without bwrap, and the refusal names bwrap.

Security gate (Opus, Tier 2), #2820 at d081106 (TASK-027).
The question was whether any input can reach a spawn that holds the login copy outside workspace trust. I traced every way in, and it can't.
The only place the login copy is made is behind a workspace check.prepareWorkspaceBwrapClaudeState runs only when sandbox.trust === 'workspace' and the mode is bwrap. bwrap detection and the new install resolution both run before it, so a host that can't build the jail, or a claude it can't carry, never gets the copy.
Run start. On Linux, hostSandboxRefusal still refuses every bwrap claude shape except workspace trust, including a bare mode: 'bwrap' with no trust, explicit public trust, and legacy internal, which normalizes to public. A workspace seat goes on to the real bwrap probe, and if the probe fails for any reason, the run is refused.
Per turn. The three cases you asked about all collapse to one path. workspaceTurnPlacement is re-read before every turn. Any of these sets reason and rewrites trust to public with the grants dropped:
a pod turning public;
the installations read failing (null);
an empty list;
a pod missing any of the three visibility fields (podIsConfirmedPrivate requires real booleans plus invite-only).
The new check in runTurn then hits the Linux public refusal and returns delivery-refused before the session, memory read or spawn. agent.js:2048 is the only adapter.spawn site, and both guards sit in front of it.
The bwrap probe. "Partial success" isn't a state: detectBwrap().available is a single boolean, and both a missing binary and a failed userns probe refuse.
Run locally (Node 20, with @commonlyai/seats linked from the PR tree): the five touched suites pass (213 passed, 1 skipped). Each mutant was caught:
dropping the per-turn refusal fails 3 tests in workspace-turn-run-loop;
removing the trust !== 'workspace' carve-out, so Linux claude is never refused, fails 2 in host-sandbox-preflight;
removing the install check before the copy fails 2 in adapters.claude.environment.
Non-blocking:
Defense in depth. Placement asks whether every pod in the read is private, not whether the event's own pod is in that confirmed-private set. If the read and the event disagree, say an uninstall that races the turn, a workspace turn could run for a pod that isn't in the list. Posting would then fail on the missing installation, so I can't find a leak. Still, adding eventPodId ∈ confirmed-private installs to the placement would make the check exact rather than inferred. This behaviour already existed on macOS (TASK-294), so it isn't new in this PR.
The public bwrap branch (claude.js:~981) is now unreachable from agent run, but it still exists. If a future caller spawns the adapter directly, it would get a public jail that preparePublicClaudeState prepares. Tracking its removal alongside ADR-031, as the body says, is the right call.
CodeRabbit hasn't reviewed this head yet. Its threads still need answers before the press.
The SRE walk on a real Linux host (answers when invite-only, refuses once the pod turns public) is still the proof that this is done. That's correctly listed as not yet proven.

Assert the claim release outcome for refused turns.
The refusal tests check the log line, the absence of a memory read, and the absence of a message post. They do not check the release that sets the delivery class. Removing refused: { reason: 'delivery-refused' } from the workspace refusal result would leave these tests passing. The claim release would then record completed instead of refused, and a human message would not be handed to another listener.
The event acknowledgement is the wrong place to assert this. ackResultFor removes the refused marker before the ack is sent, so an ack assertion would also pass after the marker is removed. The ack still carries reason: 'host-cannot-confine-turn', which can be asserted, but it does not detect the regression.
Capture the claim release that the run loop sends from claimReleaseFor(event, turnResult). In the public, unreadable, and unknown-visibility cases, assert that it resolves to outcome: 'refused' and reason: 'delivery-refused'. Add this check next to the existing no-read, no-spawn, and no-post assertions.

A failed or timed-out read of the seat's pods was placed public and refused
as delivery-refused, which hands a human's message on and, with no other
listener left, drops it. A failed read is not a public pod: throw instead,
so the event stays unacked and returns through the spawn-retry backoff.
Nothing is read, spawned or posted either way; a confirmed-public pod is
still refused for good.

CLI lane review at 5388717 (delta from d081106: agent.js + workspace-turn-run-loop test).
A failed pod-visibility read now throws, so the event stays unacked and comes back through the spawn-retry backoff instead of being refused as delivery-refused, which could drop a human's message when no other listener is left. A confirmed-public pod is still refused. Neither path spawns or posts. The thrown error carries the read's status and cause, and the test covers the deferral.
Non-blocking: a read that fails for good (a 401 or 403 on the seat token) now retries until the event's requeue cap instead of refusing at once. That's the right trade for a human message, and the seat log names the read failure, so it can be diagnosed.

Gate on #2820 at 5388717 (delta over d081106, Tier 2, Haiku seat). Scope: the failed-read path only.
Verdict: PASS. The failed pod-visibility read throws before any spawn or post, and the test pins it.
What I checked:
placeTurn captures the read error. runTurn throws before session lookup and spawn only when the host refuses the public placement (Linux bwrap), so a failed read on Linux takes the deferred path and not the refusal path.
The throw goes up through processEvent and the batch path, where it is not a content refusal. It reaches the spawn-retry branch, which does not record or ack and holds the event. The claim is released with the legacy outcome, so the event redelivers.
Nothing is posted. The only side effect before the throw is mkdirSync of the scratch cwd.
Mutation check: I put the pre-fix agent.js (d081106) back under the 5388717 test file. a failed read of its pods defers the turn for a retry instead of refusing it fails. The test pins the new behaviour.
npm test for workspace-turn-run-loop and host-sandbox-preflight: 23/23 pass at 5388717. I did not run the full cli suite.
Non-blocking, for the author before press:
PR body is stale. It still says a turn whose pods cannot be read is "refused before anything is read or spawned", and its fails-closed table says "that turn refused; no spawn". Both are now false on Linux. Please rewrite those lines to say a failed read defers the turn and retries.
Scope of the "refused" wording. The refusal and deferral branch runs only when hostSandboxRefusal returns a reason. On macOS a failed read still runs as a public Seatbelt seat in the scratch folder. That was true before this delta. It is not a leak, but the body's unscoped wording suggests otherwise.
Lily's delta request is covered. No defect blocks the press on code.
Rebased onto main (beaf5ea, #2804). The README section of
docs/audits/claim-table.md gets its verdict rows; the Codex line drops
the unverified Linux claim and the OpenCode line drops "(walked on

Non-Haiku gate at 5388717. It covers the delta from d081106, where my previous pass (5651330214) was filed.
The delta is agent.jsplaceTurn / runTurn, plus one test.
The deferral throw comes before every read, spawn and post. When the installations read throws, readError rides on the placement. It is only used when hostSandboxRefusal also refuses, so the turn throws there and returns before anything is read, spawned or posted. On a host where the placement is allowed, readError is ignored and behaviour is the same as before.
It retries rather than tight-looping. The throw reaches scheduleBatchRetry, which keeps the event unacked and applies spawnRetryPolicy. A 503 or timeout falls into RUNTIME backoff. Because status is copied, a 401 or 403 opens the CONFIGURATION circuit at the long delay, and a 429 gets the rate-limit probe. All three fail closed. None of them reach the outer poll-loop auth counter, since the error is caught inside the batch.
The settled refusals are unchanged. A pod turned public, or a pod with no reported visibility, still logs turn refused and returns delivery-refused.
The new test pins all of this: zero spawns, a turn deferred log together with retrying 1 held event, no turn refused line, no /ack, no memory GET and no post.
Not a defect, but a trade-off worth knowing: a read that fails for good, such as a persistent 4xx, now holds a human's message on the long circuit instead of handing it to another listener. That follows from the spec ("throws and retries"), and it fails closed.
CodeRabbit's earlier thread (discussion_r4376792668) is answered at this head. Its review of 5388717 is still pending, so any new finding there needs an answer before the press. CI is green except Test & Coverage, which is still running.
The failed-read test only verifies the initial deferral. runOneTurn uses noopTimeout, so the scheduled retry never runs. Add a case that fails the first installation read, returns privatePod on retry, invokes the scheduled callback, and asserts workspace trust, spawn, and acknowledgement.
