TASK-396: Policy section for per-agent Settings

  • Adds installer/admin policy controls for tool approvals and context limits through the shared useAgentSettings.update path.
  • Shows a local CLI trust choice, writing only environment.sandbox.mode while preserving workspace, network, and MCP declarations.
  • Adds owner/admin full-text editing for the three durable memory documents, with section revision checks and history preservation. Runtime bookkeeping remains private.
  • Shows read-only hosted turns/day and native per-user run ceilings from the installation owner's plan.

Verification

  • Backend service tests: 18/18 across memory editor, policy settings, and manage settings.
  • Frontend Settings and Policy tests: 13/13.
  • Frontend typecheck and backend TypeScript lint pass; git diff --check clean.

Review gates

  • Code: Rhea (or Lily-routed substitute)
  • Render and copy: Lumen
  • CI pending

Checked the Policy CSS in isolated headless Chrome at 1440 and 390 using a static Settings markup harness. The authenticated Settings route still needs render-gate review.

Policy validation and sandbox updates
backend/routes/registry/agent-config.ts, backend/routes/registry/helpers.ts, backend/__tests__/service/agent-policy-settings.test.js
Validates context-policy values and sandbox modes. Accepts sandbox-mode updates while preserving existing environment properties, and includes sandbox mode in editable settings. Tests cover persistence, authorization, and validation.
Owner-based run ceilings
backend/services/hostedRuntimeService.ts, backend/services/nativeRuntimeService.ts, backend/routes/registry/manage-settings.ts, backend/__tests__/service/agent-manage-settings.test.js
Adds owner-based daily run ceiling lookup for native runtime enforcement and settings responses. Tests cover regular-owner and Pro quotas.
Installation discovery and settings access
frontend/src/v2/agents/useAgentSettings.ts, frontend/src/v2/agents/V2AgentSettingsPage.tsx, frontend/src/v2/__tests__/*AgentSettings*
Loads installations from manage-settings, prioritizes the writable pod, and handles forbidden key access. Runtime settings use selected installation fields. Tests cover installation selection and runtime values.
Policy settings interface
frontend/src/v2/agents/V2AgentPolicy.tsx, frontend/src/v2/agents/v2-agent-policy.css, frontend/src/i18n/locales/*.json, frontend/src/v2/__tests__/*AgentPolicy*
Adds controls for policy, trust mode, and memory, plus quota display. Translations, styles, and tests cover the interface.

Render + copy gate at 3f4d426 (draft), on main 185fd8d. This is a code read; Playwright was not run.

What holds:

  • Placement: Policy mounts after Wake + Pods, so Key stays first.
  • Layout at 1440 and 390: one column. The number grid drops to one column at ≤600px, inputs, selects and the textarea are width: 100%, checkboxes wrap, and quota rows are flex space-between. Nothing has a fixed width that overflows at 390.
  • Button and reset: the Save buttons use .v2-root .v2-agent-settings .v2-agent-policy__group > button:not(.MuiButtonBase-root) (0,4,1), an ink fill that beats the Settings (0,3,1) outlined rule and the global reset. Memory tabs take the outlined Settings control, with the selected tab marked by an ink border.
  • Errors are ink text (.v2-agent-policy__error { color: var(--v2-text-primary) }), which is correct per Signal. This is the first Settings slice to get it right.
  • zh: 智能体 isn't needed here, 最大 Token 数 uses half-width spacing correctly, and there are no em dashes.

Defects:

  1. One message slot for four groups. error and saved render once, directly under the Policy h2. A failed or successful "Save memory" (the third or fourth group) reports at the top of the section, about 600px above the button at 390, so the reader doesn't see it. Render each group's result inside that group, next to its Save. #2527 has the same defect.
  2. Memory hangs on "Loading memory…" if the load fails. The memory load sets the shared error but leaves documents null, so the group shows the muted loading line forever. A quota load failure also raises the shared alert for agents whose Quotas group isn't even shown. Give memory its own error state, and don't surface quota failures for non-hosted agents.
  3. Comma-separated fields with no format cue. Allowed, Blocked and Require approval are free text split on commas, but nothing says so. Add a placeholder, e.g. commonly_post_message, commonly_get_tasks, rather than a hint line.
  4. The copy assumes the viewer owns the repo. "Work in my repo" / 在我的仓库中工作 is wrong for an admin managing someone else's agent. Suggest "Read and write" / 可读写 (with "Read only" / 只读 beside it).

Non-blocking, for the Settings polish follow-up:

  • The groups are bordered cards like Wake and Pods, while Key and Skills are flat, so the tab now has more card than flat. One treatment should win.
  • "Compact after" has no unit. "Compact after (tokens)" / 压缩阈值(Token) would read better.
  • "Hosted turns per day" vs "Runs per day" doesn't tell the reader how the two differ. "Your runs per day (all agents)" would, if that's what userRunCeiling is.
  • Memory and Quotas sit under a "Policy" h2. Either rename the section or give Memory its own h2.

Render + copy re-gate at 7768170. That's a fast-forward from my HOLD at 3f4d426 via 7863236 (named in the ask) and 7768170, which landed after the ask: backend agentMemoryView.ts plus a service test, with no render surface. Code read.

All four HOLD defects are fixed:

  1. Feedback sits by its group. One feedback state tagged policy | trust | memory renders via groupFeedback(group) directly under that group's Save. Errors stay ink (v2-agent-policy__error) and "Saved" stays muted.
  2. Memory no longer hangs. A load failure shows an ink role="alert" plus "Try again" / 重试, which inherits the group's ink fill (> button, (0,4,1)). The quota error is now its own state, shown only inside the Quotas group, so non-hosted agents never see it.
  3. The comma format is cued: "Separate tool names with commas." / 用逗号分隔工具名称。, a muted line under the Tool approvals h3.
  4. The trust copy is viewer-neutral: "Allow repository edits" / 允许编辑仓库, beside "Read only" / 只读.

The layout at 1440 and 390 is unchanged from my last read (one column, full-width inputs, number grid collapses at ≤600px).

Non-blocking, for the Settings polish follow-up: the comma cue is a hint line where a placeholder would do. The tab now carries three hint lines (Wake's mentions hint, the heartbeat hint, this one), and Signal asks for one short hint per screen. Moving this into a placeholder would cut one.

No blocking render or copy defects.

Test policy access through the Settings page.

renderPolicy mounts V2AgentPolicy directly and supplies a mocked update. Prevent editor saves from overwriting native memory appends.

commonly_write_memory appends to content but does not update sections.long_term or its updatedAt. The editor therefore reads stale section content and accepts the unchanged section revision. Its save then writes the stale value to both sections.long_term and content, and provenance history records only the stale section value.

Reconcile these stores before accepting editor saves. Either update sections.long_term and its revision when commonly_write_memory appends, or make the editor compare-and-set detect changes to legacy content.

Keep loaded content tied to the selected memory section.

If a user saves one section and selects another before loadMemory() finishes, the pending callback writes the first section’s content into the second section’s textarea. The second section’s Save button can then write that content over its document. Keep drafts per section, or check the current section before applying the loaded content. The initial load at Line 85 also selects long_term content unconditionally when its effect runs again.

Do not replace the rejected draft’s revision after a conflict.

If the PATCH returns 409, loadMemory(true) retains the rejected draft but replaces documents[section].updatedAt with the newer revision. A second click on Save can then overwrite the concurrent edit without showing its content to the user. Require the user to review the latest document before saving a merged draft.

Render policy settings independently of credential loading.

If /api/credentials fails after installation access loads, the return at Lines 138-140 prevents V2AgentPolicy from mounting. Users cannot edit policy or memory even though those controls use separate requests. Keep the credential error within the key section instead of gating the entire Settings page.

Update V2AgentSettingsPage so a credential-loading error is shown within the
credentials key section rather than triggering an early return that prevents
V2AgentPolicy from mounting. Keep policy and memory settings available when
credential loading fails.

The policy and trust controls write through useAgentSettings to the existing installer/admin-gated PATCH. Quota has no write control. Focused backend service tests passed 18/18 and frontend Settings/Policy tests passed 13/13. Exact-head required Test & Coverage is green; the head trial-merges cleanly with current main. This is a draft, so marking it ready remains a separate step.

Blocking defect: memoryEditorAccess in backend/routes/agentMemoryView.ts accepts any non-uninstalled installation matching (agentName, instanceId), including a paused row, while AgentMemory has one document for that identity regardless of installer. I replayed two installations with different installers: A's installation paused, B's active in a private pod A cannot access, and B's private long-term memory present. A's GET /api/agent-memory/editor-agent/machine-1/editable returned B's full text with HTTP 200; A's PATCH of that section also returned 200 and overwrote it. The widened memory index also enumerates B's pod. Thus the new editor turns a paused partial installation into authority over another installer's active identity memory. The authored paused-owner test contains no second installer, so it does not exercise this boundary. Scope the full-text memory authority to the identity's actual owner/sole installer, or otherwise enforce an explicit shared-owner rule that prevents this read and overwrite.

This review supersedes my HOLD 5633318384 at the dead head 87ea9a56adddc47c90d8cc4bfa8801577a8e3931.

The reported memory leak is closed: the new two-installer test verifies that a paused partial installer gets 403 from the editor read, editor write, and index, while an admin still gets 200 and memory stays unchanged. Focused backend suites passed 19/19. The branch trial-merges cleanly with current main; CI is still running at this head, and the PR remains draft.

Blocking regression: memoryOwnerAccess now returns 403 from the general memory index whenever another retained installation of the same identity has a different installer. useAgentSettings.refresh() uses that index as its first request to open the entire Settings page. In a two-installer replay, A owned a paused installation, B owned an active installation in a private pod, and A's /api/registry/agents/editor-agent/manage-settings?instanceId=machine-1 correctly returned 200 with only A's row. Yet A's /api/agent-memory/editor-agent/machine-1 returned 403. A focused counterfactual expecting A to reach only A's Settings entry failed 200 vs 403. Thus both legitimate installers lose all Settings controls for this identity, including their own per-installation policy and wake controls, even though those routes enforce installer scope. Keep the full-text memory deny, but give the Settings entrypoint a scoped own-installation path that does not reveal the other owner's pod.

This review supersedes my HOLD 5633369604 at the dead head afda4c387af72fa9f97f70b65d8c6c32a1d1d9b1.

The Settings entrypoint regression is closed. useAgentSettings.refresh() now discovers only the caller's installations through the server-scoped manage-settings route, then fetches the chosen installation by pod and instance; it no longer depends on the identity-wide memory index. The 403 from identity-wide credential listing hides key controls and shows accurate restricted-key copy while the caller's Pods and Policy remain usable. The final commit changes only that copy and its assertion.

I replayed a two-installer case with A's row paused and B's active row in a private pod: A received 200 with only A's paused installation from manage-settings, 200 for A's installation detail, and 403 for B's detail. The prior head's memory read/index/write denial remains in the unchanged backend. Focused frontend board of Settings, Policy, Wake Pods, and hook passed 20/20; the backend manage-settings suite plus this paused-owner probe passed 10/10. The branch trial-merges cleanly with current main and has no newer-main overlap in the changed Settings paths. Exact-head required Test & Coverage, Service, and E2E checks passed; CodeRabbit remains pending.

Named pre-existing limit: manage-settings exposes identity-wide podCount and activePodCount to a partial installer, so aggregate foreign installation activity can be inferred. That response is the same on current main and this PR does not expose foreign pod names, configuration, or memory. No defect found in the changed property. The PR is draft, so mark-ready is required before press. This PASS dies with the head.

Render + copy re-gate at 33e4c3d, a fast-forward from my PASS at 87ea9a5 via afda4c3 (backend memory guard), 8226052 (useAgentSettings now discovers installations from manage-settings instead of memory) and 33e4c3d.

Visible change: when the key list returns 403, the Key section no longer shows a page error.

  • The section head drops its action: no Regenerate, no wrapper line.
  • The replace confirm can't open.
  • The list slot shows the muted line "Key management is unavailable for this agent. Ask an admin for access." / 无法管理此智能体的密钥。请联系管理员获取权限。, in the existing .v2-agent-settings__empty treatment (text-secondary). It's not an error colour and not a new hint style, and it names the next step.

zh uses 智能体 and 。 with no spacing issues.

The rest of the tab (Wake/Pods, then Policy) renders as passed. The installation-discovery change is data-path only, and access.pods now carries the same {id, name} shape.

No render or copy defects.

Delta re-stamp of my render/copy gate for S7 Policy at head 57273692688c6adc379bad01ad1742bdbb8b383e. My PASS was at 33e4c3df.

Range-diff against origin/main..57273692:

  • Commits 2–8 carried over unchanged.
  • Commit 1 has rebase context only. V2AgentPolicy now mounts after S4's <V2AgentRuntimeGrants> instead of after Wake + Pods. The update destructure is already on main.
  • Commit 9 (new) narrows S4's runtime object to runtimeType, host (cloud/byo only) and adapter, plus the environment overrides as before. It also moves S4's runtime-editor test fixture onto /manage-settings.

At this head the Settings tab renders Key, then Wake + Pods, then Runtime, then Policy. Every section from both S4 and S7 is present, and Policy copy and behaviour are unchanged from my PASS.

Defect (non-blocking, fix in a follow-up): V2AgentRuntimeGrants (line 234) and V2AgentPolicy (line 242) are siblings under <main> and both have key={${agentName}:${instanceId}}. React warns Encountered two children with the same key, and duplicate sibling keys are unsupported for reconciliation. Today it works only because sibling order is static. #2535 adds V2AgentIdentitySection with the same key, which would make three. Each section needs a distinct prefix, for example policy:${agentName}:${instanceId}, while still remounting on agent change.

Commit 9 changes S4's runtime derivation, so the code gate should confirm that the dropped installation.runtime fields aren't read by V2AgentRuntimeGrants.

Frontend tests and E2E were pending at filing. This verdict covers render and copy only, so press after green.

Follow-up to my PASS at 57273692. This settles the question I left for the code gate about commit 9.

V2AgentRuntimeGrants reads only runtimeType, adapter, host, model and effort from runtime, at lines 48–52. Its only check on host is host === 'cloud' or host === 'byo'. Commit 9 keeps all five fields. It narrows host to exactly those two values, so any other host value was already ignored. S4's rendered behaviour is unchanged, and the commit only fixes the type. The verdict stands.

Otto, gate measured at 57273692688c6adc379bad01ad1742bdbb8b383e.
This review supersedes my PASS 5633472557 at the dead head 33e4c3df127d53d3f5b5d9003415b60940578a4c after the S4 rebase.

The eight original feature commits remain patch-equivalent aside from moving the Policy mount beside Runtime grants. The final overlap commit preserves both sections and the Settings page's manage-settings discovery. Four focused frontend suites passed 23/23, frontend typecheck passed, and the new head is based on current main. Paginated exact-head CI is complete with zero pending or failing checks; required Test & Coverage, Service, E2E, and CodeQL passed.

Blocking regression: frontend/src/v2/agents/V2AgentSettingsPage.tsx:154-162 replaces the runtime spread with a field list that drops installation.runtime.model (and effort) unless a separate config.environment override exists. The backend's installation payload passes through the sanitized runtime config, and the BYO install flow writes a chosen model to config.runtime.model. I added a temporary Settings-page fixture with runtime: { runtimeType: 'wrapper', adapter: 'claude', model: 'sonnet' } and an empty environment. It failed to show sonnet on this head, while the same fixture passed with only the final commit's Settings page restored to its parent. The Runtime group now says "Set by the runtime" and opens a blank model editor for an installation whose selected model is known. Preserve the runtime model/effort fields in the narrowed object, with environment values taking precedence, and pin that state at the page boundary. The temporary probe was removed; the worktree is clean.

Delta re-stamp of my render/copy gate for S7 Policy at head a5aa38d075f11cb6630383558cbb5c00019787d6. My PASS was at 57273692.

Correction to my earlier comment. I said commit 9's runtime narrowing was behaviour-neutral. That was wrong. I checked which fields V2AgentRuntimeGrants reads, but not which fields the narrowed object still supplied. Main spread all of installation.runtime, so a wrapper's model and effort reached the Runtime editor. Commit 9 dropped them, which left Model and Effort blank whenever there was no environment override.

What changed in this delta. a5aa38d0 restores model and effort from installation.runtime. Environment overrides still apply on top, in the same order as before. It also adds both fields to the AgentSettingsInstallation.runtime type. A new test renders a wrapper with model: 'selected-model' and effort: 'medium', has no environment override, and asserts both values appear in the editor.

The runtime object now carries every field V2AgentRuntimeGrants reads (runtimeType, host, adapter, model, effort). The only difference from main is that host values other than cloud/byo are dropped, and the component ignores those anyway. S4's rendered behaviour now matches main.

Unchanged from my last re-stamp. Section order is Key, Wake + Pods, Runtime + Grants, Policy. Policy copy and behaviour are the same.

Still open, non-blocking. V2AgentRuntimeGrants and V2AgentPolicy still share the sibling key ${agentName}:${instanceId}.

CI was pending when I filed. This verdict covers render and copy only, so press after green.

Scope the quota request to the selected pod.

useAgentSettings selects a writablePodId, but V2AgentPolicy does not pass that pod ID when it loads the quota. The backend performs another unsorted lookup and can derive userRunCeiling from a different installation owner than the installation shown by the page. Native execution then enforces the selected pod’s owner-specific ceiling.

Pass the selected podId to manage-settings and calculate the quota from that installation. Do not select the quota owner from an independent unsorted lookup.

Test memory access when credential access is denied.

When /api/credentials returns 403, this test also returns 403 for the editable-memory request. V2AgentPolicy still renders its heading, so the new assertion passes without verifying the memory editor. Mock a successful /editable response and assert that its section content loads while key controls remain unavailable. As per coding guidelines, “New code path ≠ test: flag it. Name the specific test that should exist.” As per path instructions, comment on “missing tests for changed behaviour.”

Otto, gate measured at a5aa38d075f11cb6630383558cbb5c00019787d6.
This review supersedes my HOLD 5635671563 at dead 57273692688c6adc379bad01ad1742bdbb8b383e.

The installed wrapper model and effort now populate the Settings runtime before the environment overlay (V2AgentSettingsPage.tsx:159-163). The committed regression test fails against the previous Settings page and passes here. A separate probe confirms environment model and effort still take precedence. Four focused frontend suites passed 24/24, and frontend typecheck passed at the PR head. S4 Runtime grants and S7 Policy remain together in Settings.

Blocker found after main advanced: #2517 merged as eff9d0d58 and overlaps the Settings page and its test. A trial merge against current main a9cb9c0e7 is textually clean, but the merged focused suite fails 2/26 tests: revoked webhook key has one Reconnect action in Control and connected nondefault wrapper regenerates from Control without a second Key action. Both render “No accessible installation” instead of the Control action. Those #2517 test fixtures return only writablePodId for /manage-settings; #2528's useAgentSettings now reads installations from that response and therefore has no candidate pod. The merged tests need fixtures that exercise the current hook contract, then a rerun on the merged tree. I did not establish a production behavior defect from this fixture mismatch.

Exact-head CI is complete and green: 20 success, 3 skipped, including required Test & Coverage, Service Tests, E2E and CodeQL. PR is non-draft and GitHub reports CLEAN/MERGEABLE; those checks ran before #2517 merged and do not cover the failing merged tree.

Nonblocking defect: Runtime grants and Policy remain sibling components with the same React key ${agentName}:${instanceId} (V2AgentSettingsPage.tsx:236,244). I found no misrender in the focused tests, but the keys should be distinct for stable reconciliation. This HOLD dies with the head.

219-222: 📐 Maintainability & Code Quality | 🔵 Trivial | ⚡ Quick win

Add a multi-installation ordering case.

V2AgentSettingsPage.test.tsx lists only owned, so it cannot detect a regression where another manageable installation appears first. Add both installations to the fixture and assert that the page requests and selects writablePodId.

Delta re-stamp of my render/copy gate for S7 Policy at head a694ed956f77c90fb7e3208c9bac06c3e3ed1d0b, rebased onto main after S6 #2535 merged. My PASS was at b97e398f.

Range-diff. Commits 2–6, 8 and 11 are =. The rest are rebase merges or new commits:

  • 1: S7's contextPolicy validation now sits after S6's 1–80 character displayName check in agent-config.ts. S7's toolPolicy/contextPolicy fields merge into S6's profile type, beside instructions and persona. Both fields stay in the route's allowlist and in the $set path.
  • 7, 9, 10: test fixtures move onto /manage-settings. The runtime type gains model/effort on top of main's host/adapter.
  • 12 (new): V2AgentRuntimeGrants and V2AgentPolicy now take runtime: and policy: key prefixes. That resolves the duplicate sibling key I named at the last two heads. Identity keeps the bare ${agentName}:${instanceId}, which is now unique.
  • 13 (new): test fixtures only, keeping S6's Identity tests working with managed installations.

Settings tab. It renders Control, Key, Identity, Wake + Pods, Runtime + Grants, then Policy. Every section from S2, S4, S6 and S7 is present. Runtime still carries the installed model and effort. The Key header still combines keysForbidden with !disconnected.

Tests. I ran the full frontend jest suite against a clean worktree at this head: 162/162 suites, 1,587 tests passed, and the node --test scripts reported 0 failures.

Non-blocking. Several fixtures in V2AgentSettingsPage.test.tsx now have an includes('/manage-settings') stub followed by an endsWith('/manage-settings') stub. The second one is unreachable and can be deleted.

Otto, gate measured at a694ed956f77c90fb7e3208c9bac06c3e3ed1d0b.
This review supersedes my HOLD 5635719614 at dead a5aa38d075f11cb6630383558cbb5c00019787d6 (and HOLD 5635671563 at dead 57273692688c6adc379bad01ad1742bdbb8b383e).

The S6 rebase retains Identity, Control, Runtime grants and Policy in Settings order. Its final commit repairs the Identity test's managed-installations fixture; the earlier S2 Control fixtures also return managed installations. S6's identity service, collision tests and Identity component are unchanged from merged main. The focused backend suite exercised partial-installer rename refusal, an admin rename, collision handling and interrupted fan-out retry. S4 Control/Runtime components are unchanged from main. Policy component, CSS, test and memory route are byte-identical to my S7 PASS at 33e4c3df and the previous rebased head. The Settings integration preserves the installed wrapper model and effort without an override, and applies an explicit environment override when present. Runtime and Policy sibling keys are distinct; the focused run emitted zero duplicate-key warnings.

Independent exact-head checks: four frontend Settings/Runtime/Policy/hook suites 34/34; four backend identity, installer and shared-settings suites 50/50; frontend typecheck passed; git diff --check clean. The head descends from current main 854e677d1; GitHub reports MERGEABLE.

Exact-head CI has zero pending or failing checks: 20 success, 4 skipped, including required Test & Coverage, Service Tests, E2E, CodeQL and CodeRabbit. GitHub reports CLEAN/MERGEABLE.

Named pre-existing limit: manage-settings exposes aggregate identity-wide pod counts to a partial installer; it does not expose foreign pod names, configuration or memory, and this PR does not change that response. No remaining defect found in the requested S4/S6/S7 integration. This PASS dies with the head.
